The mission of the Center for Health Information and Analysis (CHIA) is to monitor the Massachusetts health care system and to provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes.
CHIA-s Provider Financial Analysis (PFA) Unit is looking for a talented individual to join a highly effective and dynamic team that is dedicated to monitoring the health care market and supporting health policy development in the Commonwealth. Reporting to the Director of the PFA Unit, the primary responsibilities of the Special Project Analyst will include collecting and managing all data submissions from health care providers, contributing to analytical report development, and supporting other ad hoc projects related to team and agency-wide initiatives. S/he will also provide direct support to the Director in all provider data collection and policy-related initiatives, and in communication with staff, state and federal agencies, and external stakeholders. S/he will be goal-oriented, a fast learner, and will enjoy working in a collaborative team environment.
Detailed Duties:
Specifically, the Special Project Analyst will:
- Manage the health care provider data collection process and ensure timely collection of all reports
- Develop and maintain project management tools, including timelines, tracking tools, and templates for report and communications development
- Draft and edit memoranda, external communications, and analytical reports
- Contribute to projects involving organization of data, text, and graphics; development of financial and statistical analyses; and data quality assurance
- Manage PFA-s contract procurements; coordinate meetings and informational sessions with outside vendors
- Participate in ad hoc projects related to team and agency-wide initiatives
- Assist in the development and coordination of internal staff development programs
- Support day-to-day management of the team-s business unit activities
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor''s degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.
II. A Graduate degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for the required experience.
III. A Bachelor''s or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENTS: None.
Preferred
Qualifications:
Preference will be given to candidates with a bachelor-s or higher degree. It is strongly preferred that the candidate have studied or developed expertise in public policy, health policy, public administration, economics, statistics, research analytics, public health, or a related field.
The Special Project Analyst should be able to demonstrate the following:
- Ability to communicate effectively between business units and with outside parties
- Experience working effectively with individuals from various backgrounds and experience levels
- Meticulous attention to detail and strong organizational skills
- Ability to work on multiple projects simultaneously while balancing competing deadlines
- Initiative to self-motivate and adapt to shifting team dynamics
- Ability to draft and edit memoranda and analytical reports
- Ability to identify potential setbacks, troubleshoot and problem solve
- Experience with collecting and presenting information using charts, graphs, and tables
- Use and development of quantitative and qualitative analytic skills with an interest in further skills development
- Ability to analyze and determine the applicability of data to draw conclusions and make appropriate recommendations
- Interest in healthcare finance and policy

The check will bounce and the victim is left responsible.
