The mission of the Center for Health Information and Analysis (CHIA) is to monitor the Massachusetts health care system and to provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes.
This hands on Manager of Data Enhancement will oversee the overall quality of CHIA-s information assets. Reporting to the Director of Data Standardization and Enhancement, the Manager of Data Enhancement will lead a team of data professionals that build external and internal facing data sets, and extracts based on the Massachusetts All Payer Claims Database (APCD). S/he will be responsible for the on-going operations of the APCD supporting databases which include creation of custom extracts for research requests, building standard release datasets, and building data standardization and enhancement processes.
CHIA is currently embarking on building a 16 payer Enterprise Data Warehouse (EDW) based on the APCD data and the Manager of Data Enhancement will direct the implementation of business enhancements to the data including Member Master Data Management implementation (M-MDM), clinical groupers, and type of service hierarchies. Additionally, s/he will serve as a member of the EDW program leadership and will provide critical insight and thought leadership to the effort.
Detailed Duties:
- Lead team of 5-6 Employees to perform a variety of data movement and enhancement requirements
- Oversee the development of data movement and transformation logic using DataStage to build the EDW and supporting databases and build support processes and run-books for production implementations
- Implement Member MDM production processes
- Lead MDM - Medical Practitioner (Provider) development project
- Develop and implement grouper processes to include predictive modeling (DxCG) and Episodic (ETG) grouper software
- Oversee data extraction request processes and implement efficient and accurate deliverables compliant with HIPAA and State PHI regulations
Qualifications:
- Bachelor-s degree in Information Technology
- Minimum of ten years working in an information management position working with RDBMS based data structures (Technical role)
- Demonstrated experience building and managing a multi-stage, multi-layer EDW
- Demonstrated database design experience and working knowledge of relational and dimensional modeling
- Experience working on MDM Member/Provider party matching projects
- Minimum of five years direct management of employees
- Demonstrated experience with a commercially available ETL tool
- Demonstrated experience with a data warehouse development lifecycle process
- Demonstrated experience with a commercially available Business Intelligence (BI) tool
