Permanent Full-Time Competitive: Career/Career-Conditional This position is located in the International Trade Administration's (ITA) US and Foreign Commercial Service (USFCS) Global Markets, U.S. Department of Commerce field office in Boston, Massachusetts.
USFCS and Global Markets , a division of the U.S. Department of Commerce, assists companies through in-depth export counseling and consulting, market intelligence, business matchmaking, trade advocacy, commercial diplomacy, and a variety of other international trade promotion programs.
USFCS and Global Markets is looking for a highly motivated international trade specialist who will enjoy working in an exciting, mission-driven organization. This candidate will serve as an international trade specialist of USFCS and the Boston U.S. Export Assistance Center (USEAC), be responsible for developing a local client base; managing various ITA programs and functions within Massachusetts; and working with companies and world-class public and private sector partners to enhance as well as further the goals and objectives of the agency. The ideal candidate will have experience in international trade; strong communication, interpersonal, and leadership skills; and proven experience promoting and implementing a vision that fosters organizational excellence.
This position is currently located in downtown Boston, Massachusetts. The Boston USEAC collaborates very closely with numerous Commonwealth of Massachusetts international trade offices, other U.S. government export promotion agencies, industry associations, city and town economic development bureaus, and additional partners located throughout Massachusetts.
This position reports to the Director of the Boston Office of Global Markets, U.S. Department of Commerce, and is part of the regional Northeast Network.

NOTES: This vacancy may be used to fill other International Trade Specialist, GS-1140-9/11/12/13 positions throughout ITA. The position must be alike (e.g.: within the same geographic locations, same grade/band requires the same qualifications as indicated in this vacancy announcement).

The individual selected for this position will:
Plan, develop, and implement export programs and strategies for US companies;
Provide information on US Department of Commerce and other US government programs to support expanding trade;
Assist US companies in identifying and exploring export opportunities in overseas markets;
Respond to requests for information on market conditions, trade opportunities, and problems affecting trade in the region;
Analyze trade statistics and contribute to market research efforts;
Prepare summaries, articles, or short reports on current trade issues;
Develop and maintain appropriate contacts with US industry, US Government agencies, and international organizations involved in international trade.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-09 level:
You must possess at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service.
Specialized experience at this grade level is defined as:
Working with or advising on the export of goods and services to foreign countries and;
Researching trade and economic data.
OR
Education:
Two years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study.
OR
A combination of education and specialized experience.
To qualify at the GS-11 level:
You must possess at least one year of specialized experience equivalent to the next to lower grade level (GS-09) in the Federal service.
Specialized experience at this grade level is defined as:
Providing guidance on or assisting in the export of goods and services to foreign countries;
Researching, interpreting and analyzing trade and economic data and;
Working with trade statutes and regulations.
OR
Education:
Ph.D. or equivalent doctoral degree _or_3 full years of progressively higher level graduate education leading to such a degree _or_LL.M., in international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study.
OR
Combination of graduate level education beyond the Master's level and specialized experience.
To qualify at the GS-12 level:
You must possess at least one year of specialized experience equivalent to the next to lower grade level (GS-11) in the Federal service.
Specialized experience at this grade level is defined as:
Providing counseling and crafting customized solutions involving the export of goods and services to foreign countries;
Researching, interpreting and analyzing trade and economic data;
Organizing export related initiatives and/or programs;
Building international trade-related partnerships an;
Working with trade statutes and regulations.
To qualify at the GS-13 level:
You must possess at least one year of specialized experience equivalent to the next to lower grade level (GS-12) in the Federal service.
Specialized experience at this grade level is defined as:
Counseling and crafting customized solutions involving the export of goods and services to foreign countries;
Creating and leading export-related initiatives and/or programs and;
Establishing and building partnerships in the international business community.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
