National Estuarine Research Reserve Liaison
Lynker is seeking a management liaison to support the implementation of the NOAA programs in New England, specifically the National Estuarine Research Reserves and support the coordination of NOAA Office for Coastal Management work in the New England region.
In support of the National Estuarine Research Reserves, the liaison will support the implementation of 3 national estuarine research reserves - Wells, Great Bay, and Narragansett Bay - approved by NOAA under the Coastal Zone Management Act, as well as support New England technical assistance related to the effective delivery of services to our partners, including those that build community and coastal resilience and promote nature-based solutions.
The position can be located remotely, but must reside in the New England region (ME, NH, MA, RI, CT) with convenient travel to partners and events on the coast.
The successful candidate will serve as the liaison for three national estuarine research reserves and assist a team with coastal management service delivery in New England.
Core responsibilities of the National Estuarine Research Reserve Liaison include, but are not limited to:
Coordinate with Reserves and NOAA's federal program officer to negotiate, process, amend, and monitor cooperative agreements and grants; and provide technical reviews for other proposals as necessary.
Conduct necessary environmental compliance for cooperative agreement tasks, including relevant post-award actions, and coordinate with OCM Environmental Compliance coordinator for guidance and approval.
Support implementation of Reserve activities, including:
review and analysis of yearly grant/financial assistance awards; review and approval of performance measure submissions; program evaluations required under the CZMA; and the development, review, and approval of five-year management plans.
Provide subject matter expertise and regional coordination support on coastal management issues, including habitat and water quality issues.
Identify research reserve program highlights and other opportunities to communicate partner success stories.
Identify and facilitate programmatic synergies across the National Estuarine Research Reserves and Coastal Management programs and other partners in New England to enhance execution and results, and/or identify joint projects.
Support and coordinate on habitat, water quality, nature-based solutions and other coastal resource management issues across the New England region.
Participate and contribute to both the OCM Ecosystems/NERRS program and the OCM New England team.
Engage with regional climate collaboration groups to communicate areas of need and opportunities for OCM coastal resilience products and services.
Work with team members to leverage interest of a variety of partners to pursue training, economic data, and product delivery for NERRS, Northeast Regional Ocean Council, underserved communities, and other partners in New England.
Required
Qualifications:
Master's degree in Environmental Policy, Marine Policy, or a related field, plus 3 additional years of relevant professional experience.
Experience in climate resilience and adaptation challenges confronting coastal and estuarine resource management.
Documented knowledge of/experience with coastal zone management issues and the Coastal Zone Management Act (CZMA), with experience specific to the Hawaii/Pacific region.
Strong written and verbal communication skills, and ability to synthesize information.
Strong ability to be organized, detail-oriented, manage time to achieve project objectives to meet deadlines, and work both independently and collaboratively as part of a team.
Demonstrated experience with stakeholder outreach and engagement, especially relating to environmental management issues.
Demonstrated ability to build relationships with management, colleagues, and external partners.
Ability to pass a National Agency Check and fingerprinting background check and maintain it through the duration of employment.
Preferred
Qualifications:
Documented experience in environmental planning, policy, technical, and regulatory support for the Federal Government.
Experience with managing aspects of grants.
Experience working with a variety of partners, such as state/territorial and federal agencies, environmental justice or tribal communities, academia, and nongovernmental organizations.
Experience developing and tracking project milestones and strategic planning.
Training or demonstrated experience in facilitation.
