Program Specialist

The incumbent will serve as the Partnership Program Specialist for the National Parks of Boston and serve as a liaison between the park and its partners to inform and cultivate collaborative programming, to initiate and manage agreements and financial assistance, and to achieve shared program objectives. The National Parks of Boston is a constellation of three National Park Service units - Boston National Historical Park, Boston African American National Historic Site and Boston Harbor Islands National and State Park. Established by individual legislation and designated purposes, the three units have come together as a unified, relevant and collaborative organizational structure. More commonly, you may know us as the Bunker Hill Monument, Charlestown Navy Yard, and Dorchester Heights or our partnerships along Boston's Trails to Freedom or our partnership on the Boston Harbor Islands. The incumbent is responsible for representing park management in interactions with these and other key external partners, conveying information on park policies, assisting staff and technical personnel in analyzing program and project goals, developing project justifications and scopes of work, selecting appropriate agreement tools and authorities to achieve program objectives, preparing and gathering pre-award documentation for financial assistance agreements, monitoring and tracking project performance and financial obligations, providing acquisitions assistance, and preparing invoices for payment. All qualifications must be met by the closing date of this announcement-11/02/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either full-time (or 40 hours a week) or part-time with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors).Examples of specialized experience include, but are not limited to, the following:
coordinating with varied partner groups of diverse backgrounds to accomplish shared goals; applying rules, regulations, and procedures to creating scopes of work and general agreements; negotiating contracts or agreements; building consensus in work groups where members have competing priorities; and representing an organization by clearly expressing mission, goals, objectives, and plans. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least a Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
