Program Analyst

The research functions for the VA Boston Healthcare system are unique and extensive. The Research Service assists numerous principal investigators with research projects funded by the VA, National Institutes of Health (NIH), nonprofit organizations, private companies and organizations. The duties of the program analyst for the Bio-Safety Subcommittee Program include but are not limited to:
Provides support and guidance to the chairperson and members of the bio-safety subcommittee for research. Serves as the bio-safety point of contact for other research committees and subcommittees. Prepares meeting agendas. Corresponds with investigative staff concerning any issues of bio-safety. Coordinates all necessary training sessions for all staff pertaining to bio-safety. Maintains data for compliance and assurance purposes. Prepares research and protocol submissions for monthly meetings. Develops program policies and procedures. Develops reporting procedures, sampling techniques and measurements at various point in the business cycle. Develops indicators to provide objective evidence of the effectiveness of quality procedures and controls. Identifies operational activities that meet, exceed or fail to meet established criteria. Uses standards qualitative and quantitative measurement techniques to report on status of assigned subject area. Investigates and analyzes adverse quality trends or conditions and initiates corrective action. Designs and conducts audits of research protocols to ensure compliance with implemented policies. Generates formal reports of all audits conducted and submits the reports to Safety Research Subcommittee and R&D Committee. Designs studies, coordinates training programs and organization strategies for identifying opportunities to improve customer service and process quality. This position is an AFGE Bargaining Unit position. This position is covered by locality-based comparability pay. Selectee may be required to work at any Boston Healthcare System location as needed. Federal employees must submit their most current, non-award SF50 (notice of Personnel Action). To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
administrative experience within a medical/research setting, experience with the protocols and procedures of a medical/research program, working with several organization within a program office, etc. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters' degree or equivalent or 2 full years of progressively higher graduate education leading to such a degree . OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the Masters' degree level. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
