As an Senior Employee Benefits Investigator the incumbent will plan, lead, and conduct complex and, often, multifaceted civil and criminal investigations of large and varied employee benefits plans, service providers, trust departments, and other financial entities having relationships and conducting transactions with the plans. As a project leader, the incumbent plans and assigns work, coordinates investigations and related activities/projects, monitors project status and progress, identifies and solves problems which arise. Provides litigation support to, and works closely with, the legal staff of the Department's Office of the Solicitor (SOL) or Department of Justice (DOJ) in preparing cases for litigation and developing documentary evidence. May serve as a witness for the Agency civil and criminal court proceedings and may testify before grand juries. Requires one (1) year of specialized experience equivalent to the GS-12 level in the Federal Service as defined below:
Specialized experience is experience that has equipped the candidate with the particular knowledge (ERISA),skills, and abilities, to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience would include planning, coordinating, and managing civil and criminal investigations focusing on the analysis of employee pension and welfare benefit plan operations and the business, financial, and accounting practices of major service providers, trust departments, investment managers, insurance companies. Examples of qualifying experience include:
(1) Experience working with civil and criminal provisions of ERISA and related Federal and state civil and criminal statutes, regulations, advisory opinion, exemptions, judgments and rules of evidence; (2) Experience working with and thorough knowledge of the employee benefit and industry including organizational and operational patterns of transactions; (3) Investigative principle and techniques to plan and conduct very broad civil and criminal investigative/enforcement projects involving the largest and most complex employee benefits plan, fiduciary breaches and conduct; (4) Working with applicable Federal and state laws and regulations impacting the employee benefits industry and pertinent aspects of related industries such as insurance, banking, finance, real estate, and investment securities as they pertain to plan operations and transactions; (5) Negotiating critical issues related to ERISA compliance.

Estimated Salary: $20 to $28 per hour based on qualifications.
