The incumbent of this position performs the following duties and
Responsibilities:
Supervises, plans and provides leadership in the operation and administration of functions within the Office of Unemployment Insurance. Serves as an agency expert and authoritative consultant, providing technical assistance and resource management support for key workforce development programs. Serves as focal point, providing leadership and guidance to State grantees; directs the conduct of Grant Management Reviews to ensure achievement of the planned performance objectives and the provision of assistance to State agencies and local workforce areas in the development of improvement plans. Ensures that reviews of workforce development activities, services, and specialized program areas are planned and conducted to evaluate the integrity and effectiveness of services; oversees the identification of any problems and works cooperatively with State and local officials to arrive at mutually acceptable corrective actions which will ensure legal compliance and continuous program improvement. Elicits support of program officials, grantees, customers, and other concerned parties to ensure the most effective development, implementation, and management of State and local workforce development programs. Plans and implements regional office efforts to enhance awareness and involvement on the part of grantees and the private and public sectors in the furtherance of the overall goals and special program initiatives of ETA and DOL. Reviews plans, analyzes, develops and facilitates program changes including resource requirements; establishes and revises operating procedures, reviews operations; provides authoritative advice and consultation on workforce development activities to other ETA officials, grantees and customers/stakeholders; evaluates, recommends, and facilitates implementation of new approaches and alternatives to address current or anticipated problems. Provides technical program support for Regional Office projects and staff activities within the states. Manage program operations of the Division of Unemployment Insurance; implements policies and plans, directs activities to meet requirements of assigned programs; and makes significant contributions to the development of policy. Performs the full range of supervisory responsibilities; assigns and reviews work of subordinates; approves promotions, reassignments and other personnel actions; develops position description, approves or disapproves leave; makes selections for vacancies; develops performance standards and appraises employees on their performance ; provides on-the-job and formal training opportunities; ensures that employees work in a safe environment and receive equitable opportunities in accordance with the EEO program. Continually improves work processes and the cost effectiveness of products and services; evaluates and measures the quality of products and services; applies state-of-the-art technologies to generate new ideas and solve problems. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is that equipped the applicant with the particular knowledge, skills, and actual experience to perform successfully the duties of the position, and that is typically in or related to the work of the position. Examples of specialized experience include:
Extensive knowledge developing interpretations of Federal legislation for unemployment insurance (UI) and related wage-loss compensation programs, reviewing State legislation for conformity with Federal requirements and reviewing the administration and operation of Federal and State programs and systems Providing oversight and guidance to UI grant programs at the State or local level to help them meet program objectives and grant requirements Providing technical guidance to and coordinating the efforts of UI or workforce development personnel and other subject-matter specialists working on assigned grants/projects Presenting ETA grant programs information to a diverse audience including congressional staff, interested citizens, other Federal agencies, etc. Managing or working with federally funded UI or workforce program grants (i.e., State Formula Grants (Workforce Innovation and Opportunity Act, Wagner-Peyser, National Dislocated Worker grants), Workforce Information/Labor Market Information grants, SCSEP grants etc.) Studying new and proposed UI or workforce development legislation and regulations to determine impact on the program Interpreting program data, developing proposed changes and anticipating the effects and outcomes of UI or workforce development programs Using approved review guides to conduct on-site reviews of UI or workforce development programs

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
