Health Science Specialist

NOTE:
This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. Duties include, but may not be limited to the following:
Function as Project Manager on a research project, leading activities of an assigned research team. Provide scientific and technical knowledge and support to the research program. Conduct complete evaluations of research project operations. Establish, coordinate, monitor and manage outcomes-based research and analyses. Collect, analyze, manage and document data; interpret results; document and report findings. Monitor project progress, budget requirements and timelines. Review regular project status reports and statistical data to verify compliance with research reporting and administrative criteria. Maintain records and prepare project administrative and statistical reports. Conduct audits of research study records for compliance with applicable federal rules and regulations. Plan, develop and complete required documentation/paperwork/forms to applicable Institutional Review Boards (IRBs) for initial and continuing human subjects review. Prepare reports for both written and oral presentations to the general scientific community to be published in peer-reviewed journals and presented at meetings and conferences. BASIC EDUCATION REQUIREMENT - Applicants must possess a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Experience:
Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes:
knowledge of the principles and practices of health services research; functioning as the Project Manager on a research project, leading activities of an assigned research team; providing scientific and technical knowledge and support to the research program; conducting complete evaluations of research project operations; establishing, coordinating, monitoring and managing outcomes-based research and analyses; maintaining records and preparing project administrative and statistical reports; conducting audits of research study records for compliance with applicable federal rules and regulations; and planning, developing and completing required documentation/paperwork/forms to applicable Institutional Review Boards (IRBs) for initial and continuing human subjects review. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
