Lead Life Scientist / Environmental Engineer / Physical Scientist

You will:
- As Clean Water Act (CWA) Compliance Team Leader, oversee team members' work of selecting, conducting, and documenting inspections, including oversight of training, monitoring goal progress and compliance requirements, and communication with the Section Supervisor, other EPA managers, and states; - Oversee case development and settlement work performed by compliance team, including review of enforcement work products, developing case strategies with staff and attorneys, entry of case data into EPIC and ICIS data tracking systems, and attending division case pipeline meetings; - Manage the work of the Compliance Team state leads overseeing state enforcement programs, including monitoring for the collection of timely compliance monitoring strategy inspection plans and end-of-year reports from states, ensuring quarterly lead meetings with states, tracking and managing regional non-compliance, and review of state framework assessments; - Oversee staff in the task of tracking deliverable deadlines related to compliance reports required by permits and enforcement actions, including regular review of deliverables, developing written responses to regulatory entities, and assuring that reviewed work is reflected in ICIS data system. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. One or more selections may be made and filled on a rotational basis (i.e., not concurrently). In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as participating in compliance investigations related to the Clean Water Act (CWA); leading teams or major projects; and utilizing data tracking systems.Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1) Skill in performing compliance inspections; 2) Knowledge of leadership and team-building skills, techniques, and practices; 3) Skill in the use of data management and tracking systems such as EPIC and ICIS; 4) Skill in oral communication; 5) Knowledge of state and federal regulations related to the Clean Water Act (CWA); 6) Skill in project management; 7) Skill in written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
